$\begingroup$ Particle beams have this nasty effect of creating a large radiation surge upon use as it collides with the air inbetween the beam canon and it's target. It might dissipate much faster but is kind of a bad way to go about it. It would be safer (and about as "easy") to use high-powered lasers to detonate the fuel of the ICBM early on. $\endgroup$
