Last week I wrote an article for Taxation magazine focusing on the findings of the Chartered Institute of Taxation (CIOT)'s recent opinion poll on levels of awareness and understanding of aspects of the Scottish tax system, first reported in the Herald newspaper in April. Of course the real work under the bonnet is down to Scott Edgar and the team at Diffley Partnership, who have carried out these polls for us since 2018, but this article is a good opportunity to talk to stakeholders in the tax profession about what the results tell us and how we can use this for our ongoing engagement with the new Scottish government and parliament. More generally, polling can be a useful tool in the public relations toolkit, giving sometimes complex issues a human touch and helping to bring the discussion into the mainstream. Delighted to have published the latest in the Understanding Scotland Economy Tracker series in partnership with The David Hume Institute. The 19th edition of the survey sees the cost of living overtake the NHS as the most important issues to Scots for the first time in almost three years and a steep drop in economic confidence among Scots. Key findings are as follows: ▪️ For the first time in nearly three years, the cost of living and inflation have overtaken healthcare and the NHS as the most important issues facing Scotland. Nearly half (47%) now select cost of living and inflation as one of their top three concerns, up four points since February and nine points since November. Meanwhile, 46% cite healthcare/the NHS, a decrease of two points from the last wave. ▪️ Assessments of both the economy and personal finances have worsened markedly this wave. Over three in four (77%) say the economy is worse than a year ago, up from 62% in February, while a similar proportion (73%) expect conditions to deteriorate further in the year ahead. ▪️ Over half of Scots have cut back on leisure activities (54%) and reduced non-essential spending (52%) as a result of concerns about money matters in the last year. ▪️ More Scots now say the country is heading in the right direction (30%, up four points), but a clear majority (54%) still believe it is on the wrong track, pointing to only modest improvement in underlying sentiment. 📊 NatWest Group's new report refers to our polling of c.1500 senior decisionmakers in businesses based in England. The survey sought to understand the views of businesses on government proposals to give local politicians more control over important economic decisions in their area - an approach known as fiscal devolution. Some key stats: ◾ Support for local politicians, such as metropolitan or regional mayors, to be given more control over investment decisions that affect their region was highest in the North East (73%) - and lowest in the South East, South West and East Midlands (56%). ◾ 65% of business leaders in England agree that giving regional leaders more control over funding and investment decisions would improve investor confidence in their region. ◾ The same percentage (65%) say that their organisation would be more likely to invest locally if regional leaders had more stable, long-term funding agreements.
