Well done to the Department for Education who has achieved Constructing the Gold Standard Full Verification for its CF25 Construction Framework — the first framework to be procured under the new Procurement Act. The £15.4bn CF25 framework will act as the DfE’s primary procurement vehicle for high-value, high-volume design and build projects across the national education estate. Congratulations to Sarah Peace MCIPS Chartered, IACCM, TPP Adv Pract and Sarah Laing Gibbens MRICS and their team. Thorough work from Independent Verifier Kevin Murray and great leadership from Professor David Mosey CBE. This is exactly what the Gold Standard agenda is about — turning policy into practical, measurable improvement across the built environment.
Constructing Excellence
Construction
National movement founded on excellence and collaboration - positively disrupting the construction industry
About us
Constructing Excellence is the single organisation driving change in construction. Improving industry performance to produce a better built environment. Our Movement operates at a national, regional and local level within the UK – and increasingly internationally too. We have a network of 9 regional centres covering England, Wales and Northern Ireland. These are separate organisations which carry the brand with a mission to deliver into that region or nation, often working closely with a university. We also have over 30 local best practice clubs, each with their own independent volunteer committee, which reach out locally to SMEs by providing monthly breakfast or evening meetings, typically with a speaker on a Constructing Excellence theme and with the natural bi-product of networking. Our history dates back over 2 decades to the Latham and Egan reports, which remain key to our agenda. The London Olympics and the Construction Commitments that were produced to aid their successful delivery were an important milestone in the journey so far. Our own Never Waste a Good Crisis report in 2010 sought to help the industry prepare for the recession.

The Constructing Excellence Procurement Group recently investigated one of construction’s most persistent questions: the economics of social value — and, ultimately, who pays for it. It’s that’s widely referenced in policy and tenders, but still misunderstood in practice: cost, ownership and deliverability. With insights from Lucy Howard (Turner & Townsend) and Ellie Jenkins (Akerlof), the conversation moved beyond theory and into the real‑world pressures facing clients, suppliers and procurement teams. A great roundtable last month on the regional housing challenge with BRE and Constructing Excellence South West. There’s real commitment across the sector to drive better outcomes—but also plenty of challenges still to make that a reality. Thanks to Kevin Harris and Laura Griffiths for leading, and Gallagher for sponsoring. Link in comments.
