Planning Gateway One (PGO) is driving a real shift in fire safety — right at the earliest stage of development. In just three years, fire safety objections at planning stage have fallen from 57% to 10%. That’s not a small change. It’s a sign the system is evolving. We’re seeing fire safety being considered much earlier in design, stronger and more consistent planning submissions, and more informed, constructive engagement between applicants and the regulator. This is exactly what Planning Gateway One was designed to do — influence decisions at the point where they have the greatest impact. The result is clearer: better early-stage thinking is helping to reduce risk, improve design quality, and support more predictable outcomes across the system. The Industry Competence Committee (ICC) has launched a new programme of work to strengthen competence across the UK’s retrofit sector. As retrofit delivery scales up under the Warm Homes Plan, ensuring consistent, safe and high-quality outcomes for homeowners and tenants is more important than ever. Working with industry experts, the Building Safety Regulator and the Department for Energy Security and Net Zero, the ICC has convened a Task and Finish Group to develop competence frameworks for key professional retrofit roles under the PAS Retrofit Standards Framework. This work will support a more holistic approach to competence – ensuring PAS-compliant retrofit work is delivered by the right people, with the right skills, knowledge, experience and behaviours to do the job well. Informed by the Building Regulations dutyholder framework, the programme will drive clearer competence expectations for retrofit work and support: - fewer defects - reduced remediation costs, - compliant installations - improved consumer confidence. The ICC will work closely with industry to ensure these frameworks build on existing activity and can be effectively integrated into the wider regulatory landscape.
