Developer Guide: Getting Started with Google Play Shorts

1. Introduction: Unlocking the Next Wave of Discovery

Google Play Shorts is a dynamic, swipeable 9:16 vertical video feed located directly on high-traffic discovery surfaces across the Google Play Store—starting with Apps Home.

As mobile user behavior shifts toward bite-sized, visual engagement, Play Shorts serves two powerful discovery functions:

  1. App Discovery (Functional Demonstration): For utilities, tools, and interactive apps, Play Shorts allows users to see an app's UI, workflows, and core functionality in action before ever tapping "Install."
  2. Content Sampling (Immersive Previews): For media-first or entertainment apps including episodic video drama, manga and digital webtoons, and audiobooks or wellness podcasts—Play Shorts enables users to directly sample the rich catalog content they will experience inside the app.

Why Play Shorts are beneficial to your growth:

  • Drive Higher-Intent Installs: Play Shorts set accurate expectations upfront. When users see exactly how your app looks and functions before installing, they are highly motivated to try it out. Reduce User Drop-off: By eliminating the guesswork, you prevent "regretted installs"—where a user downloads an app only to uninstall it immediately upon the first launch.
  • Proven Performance: During the Early Access Program (EAP). Partners saw a strong, measurable uplift in installs across titles.

2. Best Practices for Effective Creative Approaches

Play Shorts are designed to capture attention and build immediate trust. Whether demonstrating a core productivity workflow or previewing a gripping suspense drama, the most effective submissions provide an authentic, high-fidelity preview that respects the user's time and attention.

While every submission must pass the official review criteria outlined in Section 3 and meet the technical requirements in Section 4, applying the following creative strategies will help maximize engagement for your specific content type.

2.1 Universal Best Practices (All Sample Content)

  • Make Your First Frames Count: Jump right into a compelling visual or auditory hook within the first 3–5 seconds—this is your golden window to draw viewers in. Avoid slow fades, static logo intros, blank or solid-color opening frames. For comics and manga content, start with the cover art.

  • Design for Both Sound-On and Sound-Off Viewing: Many users browse discovery feeds on mute. For video content, keep narration, on-screen action, and text/subtitles aligned, and ensure that key messages are understandable with or without sound. You may include embedded captions or on-screen text to support muted viewing.  Please note that built in captions are planned for  the end of 2026 and may overlap with or cover captions embedded in your video.

  • Optimize Pacing & Readability: Keep animations smooth and intentional. Hold a beat on screens with text so users can read comfortably, and use subtle visual cues (like tap indicators or zoom-ins) to guide the viewer's eye without creating visual clutter.

2.2 Workstream-Specific Creative Guidance

A. App Discovery & Functional Previews

  • Lead with Educational Guides & "How-Tos": High-intent users prioritize practical utility. Focus on direct tutorials, feature walkthroughs, and actionable tips that solve a concrete problem.

  • Highlight Major Updates & New Capabilities: Fresh UI changes and feature expansions naturally re-engage lapsed users and attract new audiences. Show the "before and after" or jump straight into showcasing what's new.

  • Feature Real People & Everyday Creators: Prioritize organic-feeling content made from real users, everyday creators, and subject-matter experts over heavily scripted, commercial style videos. Keep the tone natural and relatable, with well-lit clear footage that preserves the creators authentic voice and personality. Show the app in use, keeping its UI and functionality as the primary focus.

B. Drama Shorts (Episodic Video Sampling)

  • Hook with High-Stakes Narrative Tension: Leverage the 30–90 second episodic format to introduce compelling character arcs, central conflicts, or emotional turning points right away. Structure the sample to build toward a dramatic climax or cliffhanger that motivates users to explore the next episode or install the app to see what happens next.

  • Embrace the "Fantasy Escape" with Polish: Drama shorts thrive on melodramatic intrigue, romance, and heightened emotions. Embrace this engaging storytelling style while ensuring production values remain polished and acting/dialogue is clear.

  • Use Crisp Audio & Subtitle Synchronization: Because drama relies heavily on spoken dialogue and emotional delivery, make sure voice audio is mixed cleanly over background music and accompanied by accurately timed, highly legible subtitles.

C. Webtoons

  • Bring Static Panels to Life: Translate vertical scrolling webtoons into engaging video by using smooth pan-and-zoom techniques across key artwork, dialogue bubbles, and dramatic panel transitions. Guide the reader's eye naturally through the reading sequence.  Consider having the first frame be cover art to set user context.

  • Maximize Screen Real Estate: Let your vibrant artwork fill the entire 9:16 vertical frame. Avoid embedding static borders, header/footer bars, or letterboxing that shrinks the artwork and reduces visual impact and make sure content fits within the safe zones of the feature.

  • Showcase Signature Art Styles & Emotional Hooks: Focus your video sample around a visually striking character introduction, an unexpected plot twist, or a captivating romantic encounter that immediately conveys the genre and unique art style of your series.

D. Comics

  • Lead with Compelling, Representative Cover Art: Use visually striking cover artwork that introduces the titles distinctive style, characters and genre. Choose artwork that remains recognizable at a small preview size and accurately reflects the comic being sampled.

  • Hook Readers with a Cohesive Story Sample: Select pages that quickly draw readers into an engaging introduction, emerging conflict, or compelling character interaction. Provide enough context for someone discovering the series for the first time to follow the scene.  Preserve the original reading order and favor a natural stopping point that leaves readers curious to continue in the app.

  • Preserve Original Artwork and Mobile Legibility.  Supply sharp, high-resolution page images with complete panels, speech bubbles, and intentional page margins.

E. Listen (Audiobooks, Wellness Audio Sampling)

  • Pair High-Fidelity Audio with Immersive Artwork: The "Listen" experience combines an audio track with an accompanying static poster image or subtle visual loop. Make sure your audio sample features signature content—such as a soothing guided meditation, an immersive audiobook narration, or an engaging podcast excerpt—without silent lead-ins or abrupt cutoffs.

  • Design Clean, Captivating Poster Imagery: Your accompanying visual artwork serves as the visual anchor in the player. Use high-resolution, evocative artwork that reflects the mood and theme of the audio (for example, serene landscapes for sleep audio, compelling cover art for fiction).

  • Maintain Instant Auditory Clarity: Start the audio immediately at a balanced, comfortable volume. Ensure speech is crystal clear, well-enunciated, and free from background hiss or harsh compression artifacts.

3. How Content is Reviewed and Approved

To ensure a safe, high-quality, and trusted experience across Google Play's promotional discovery surfaces, all submissions undergo rigorous Content Quality (cQ) evaluation. Whether submitting a functional app preview, an episodic drama, a webtoon video, or an audio sample, your asset package must succeed across four core pillars.

Pillar 1: Usefulness and Authenticity (Show the Experience in Action)

A Play Short must provide an authentic, high-signal preview of the app or content catalog to set accurate user expectations.

Key Attributes of Success

What to Avoid (Disqualifying Issues)

Functional & Catalog Accuracy: Demonstrates real in-app workflows, UI, or genuine catalog content (episodes, animated/live-action IP trailers, comic chapters, audio tracks) available in the app.

Absence of App/Content Representation: Videos that lack UI screen captures, IP/storyline previews, or catalog demonstration (for example, generic, commercial-style brand ads).

Clear Value Proposition: Effectively communicates what the app does, the genre of the story, or the utility of the audio by the end of the short.

Misleading & Unrealistic Claims: Showcasing features, rewards, or narrative outcomes that are not realistically achievable or available in the app.

Metadata Alignment: The provided title, subtitle, episode descriptions, and trigger warnings accurately match the submitted video or audio content.

Low-Quality Synthetic/AI Content: AI-generated videos featuring waxy skin, unnatural physics, hallucinated visuals, or disconnected narration that erode user trust.

Audio-Visual Relevance (Listen): For audio packages, the accompanying poster image accurately reflects the subject matter and tone of the audio track.

Mismatched Audio/Image Packages: Pairing audio samples with completely unrelated, generic, or deceptive poster imagery.

Pillar 2: Craft and Polish (Technical & Production Quality)

Content must meet a high standard of technical craftsmanship to be clear, functional, and respectful of the user's viewing environment.

Evaluation Area

Success Standards

Disqualifying Technical Issues

Visual Clarity & Resolution

High-resolution (min 720p), sharp focus, well-lit, and visually stabilized footage or artwork.

Blurry, heavily pixelated, excessively shaky footage, or low-bitrate transcoding artifacts (stuttering, dropped frames).

Formatting & Framing

Artwork and video fill the 9:16 vertical frame seamlessly, maximizing screen real estate.

Letterboxing/Windowboxing: Content compressed into a small box with large blank borders.

Static Header/Footer Bars: Large non-video areas at the top or bottom containing static text or logos.

Safe Zone Adherence

Core UI, character faces, and essential text remain within centered safe zones.

Placing vital text, logos, or character focal points in the cutoff zones (top 15%, bottom 20%, sides 10%), where they overlap with native Store UI buttons.

Audio Integrity

Clear, synchronized audio with balanced volume levels and clean vocal articulation.

Silent/Corrupt Files: Audio files that are empty, silent, or corrupted.

Severe Distortion/Clipping: Audio that is muffled, clipping, or painful to listen to.

Inaudible Volume: Audio so low it is unintelligible at maximum device volume.

Accessibility

Smooth visual transitions and legible, properly timed text overlays and subtitles.

Photosensitive Risk: Videos containing sequences of rapid flashing lights or strobe patterns exceeding 3 flashes per second are strictly disqualified.

Image Specs (Listen Poster Images)

Crisp, undistorted static imagery (JPG/PNG) that fills the player background cleanly.

Image Distortion: Stretched, squashed, or pixelated artwork.

Rounded Corners: Images submitted with pre-rounded borders or framing.

Store Logos: competitor logos, UI, icons.

Pillar 3: Platform Integrity and Safety

Promotional feeds on Google Play are general-audience discovery surfaces. While we warmly accommodate narrative fiction, animated storytelling, and dramatic entertainment, all promotional assets must maintain an appropriate standard of platform safety, brand trustworthiness, and marketing integrity.

A. Core Safety & Platform Policies

Google Play is committed to providing a safe, respectful, and welcoming destination for a global community of users. All promotional video, image, and audio assets must adhere to Google Play Developer Program Policies and Guidelines. To ensure eligibility for discovery featuring, submissions must be completely free of:

  • Hate Speech & Harassment: Content, symbols, or speech that promote violence, incite hatred, or demean individuals or groups based on protected characteristics.

  • Child Endangerment: Any material that exploits or endangers minors in any way.

  • Graphic Violence & Severe Distress: Realistic depictions of extreme violence, gore, mutilation, or physical torture.

  • Self-Harm & Dangerous Content: Depictions, encouragement, or instructions regarding suicide, self-harm, or eating disorders.

  • Illegal & Extremist Acts: Promotion of illegal acts, illicit drug use, or violent extremism.

  • Non-Consensual Content & Abuse: Depictions or references to non-consensual sexual content, sexual assault, or severe abuse.

  • Animal Cruelty: Any depictions or encouragement of harm or cruelty to animals.

  • IP Infringement: Unauthorized use of copyrighted video footage, audio narration, music, trademarks, or artwork.

B. Narrative & Fiction Guidelines (Drama Shorts, Webtoons, And Manga Comics)

We recognize that live-action drama series and animated webtoon trailers explore serialized fiction, romance, action, and heightened emotional conflict. When creating promotional samples for general discovery audiences, apply the following creative boundaries:

Nudity & Suggestive Themes:

  • What to Avoid: Avoid titillating or gratuitous focus on intimate body parts (such as prolonged camera framing on cleavage, buttocks, or genitalia), sexually suggestive posing, or explicit depictions of sexual acts and solicitations (including depictions of transactional sex or sex work).
  • What is Permitted: Contextually appropriate attire—such as characters wearing swimwear at a pool or athletic wear at a gym—is welcome, provided the overall framing remains focused on storytelling rather than titillation. Classical artistic or medical depictions (such as museum artwork) are also permitted.

Consent & Healthy Relationships:

  • What to Avoid: Avoid depicting characters continuing physical or sexual advances after another person has clearly communicated refusal (verbally or through physical resistance).
  • What is Permitted: Promotional previews should highlight compelling dramatic tension while modeling mutually consensual interactions and respecting interpersonal boundaries.

Action, Conflict & Narrative Drama:

  • What to Avoid: Avoid realistic, graphic depictions of severe injury, blood pools, weapons execution, or severe bodily distress, as well as references to sexual assault, self-harm, or illicit drug use.
  • What is Permitted: Brief, stylized conflict that serves an essential narrative arc—such as a theatrical confrontation in a drama series, verbal rivalry between antagonists, or supernatural martial arts action in an animated webtoon—is welcome when presented without gratuitous gore or violence.

C. Dialogue & Language Standards

To maintain a welcoming environment across our discovery feeds while respecting dramatic dialogue and character expression in fictional storytelling, Google Play applies high-level suitability standards to voiceover narration, dialogue, and on-screen text:

  • Prohibited Language & Slurs: Severe profanity, sexually explicit curses, derogatory language, hate speech, and racial or identity slurs are strictly incompatible with promotional featuring.
  • Profanity: While occasional mild conversational exclamations may be considered within the narrative context of character development (such as in dramatic fiction), excessive, repetitive, or gratuitous swearing is not permitted on general discovery surfaces.
  • Bleeped & Masked Audio: Audio tracks or dialogue where offensive words are cleanly bleeped out, muted, or creatively masked by sound effects are permissible, provided the underlying dramatic scene complies with core platform safety guidelines.

D. Platform Integrity & Marketing Standards

To ensure a seamless, professional, and native mobile experience for users discovering your app on Google Play, promotional assets must meet the following marketing standards:

  • No External Watermarks: Ensure your video and image assets are clean and native to the Play Shorts experience. Avoid uploading video files that contain third-party creator platform logos, watermarks, repost indicators, or social media handles.
  • Android-First Focus: To maintain relevance for users discovering your app on Android devices, showcase Android hardware and interface layouts. Avoid featuring competitor devices, logos, or operating systems (for example, visible Apple branding or explicit mentions of iOS-specific features).
  • Verifiable Accolades & Badges: Focus your message on the intrinsic value and storytelling of your app. Avoid overlaying store ranking claims (such as #1 App, Best Game, or Top Ranked) or external awards.
  • Clean Promotional Content: Promotional Shorts must be free of third-party advertisements, external sponsorship overlays (#Ad, Sponsored), or unauthorized uses of the Google Play brand logo without formal authorization.

Pillar 4: Promotional Surface & Homepage Standards

Because Play Shorts feeds (such as Apps Home) introduce apps to broad audiences of Android users before they actively search for a specific title, promotional featuring carries stricter appropriateness guidelines than individual app detail pages.

Key Attributes of Success:

  • Universal Appeal: The content is welcoming, accessible, and suitable for general discovery audiences of all backgrounds.
  • Brand-Safe Discovery: The video creates an inviting first impression that protects user trust across high-traffic storefronts.

What to Avoid (Restricted & Sensitive Topics):

  • Shocking or Grotesque Imagery: Avoiding imagery intended to shock, disgust, or unsettle viewers (for example, graphic medical procedures, pimple-popping, bodily fluids, or severe real-world accidents).
  • Sensitive Real-World Events: Promotional feeds are not suitable for content focused on real-world tragedies, mass casualty events, natural disasters, active military conflicts, or political elections.
  • Regulated & Restricted Services: Assets promoting highly regulated or sensitive financial/social products—such as cryptocurrency trading, fast payday loans, compensated dating, or real-money gambling—are not eligible for general homepage video featuring.

4. Technical Requirements

To ensure optimal delivery, all assets must meet strict formatting and ingestion criteria. Upload your final assets directly via the Play Console (Left-hand navigation → Store presence → Play Shorts) and specify the mandatory audio and subtitle languages.
