Understanding Google Play’s Cryptocurrency Exchanges and Software Wallets Policy

Change log (October 2026): This article was recently updated to include the following changes:
  • Updated Hong Kong requirements to accept the Virtual Asset Trading Platform (VATP) license.
  • Updated United Arab Emirates requirements to accept license from the Capital Market Authority (CMA).
  • Introduced new "Additional Options" section for apps qualifying for local regulatory exemptions.
To ensure a safe and compliant ecosystem for users, Google Play has established specific guidelines for the publication of cryptocurrency exchanges and software wallets. As Google Play is a global platform, our developer policies are intended to create a globally consistent approach to compliance and safety.

If your distribution country/region is not on the list, you may continue to make your cryptocurrency exchange and software wallet apps available there. Given the rapidly evolving regulatory landscape worldwide, developers are expected to obtain any additional licensure required per local laws. Google Play may also request you to provide further information regarding your compliance in jurisdictions not listed below.

About the process

  1. Under App Content, declare that your app is a cryptocurrency exchange and/or software wallet in the Financial Features Declaration.
  2. If your app is distributed in any of the countries/regions listed below, you will be served location-specific forms to complete. If you don’t have the required registration or licensing information for certain locations and none of the additional options apply to you, remove the relevant locations from your app’s distribution countries/regions. Learn more about distributing to specific countries.

Note that you must also comply with any other local legal requirements that may apply to your app.

Frequently Asked Questions

What type of supporting documentation should I maintain if my app qualifies for a regulatory exemption?

If you select the regulatory exemption option in the Financial Features Declaration, you are responsible for maintaining documentation that substantiates your eligibility to operate without a local license or registration. Google Play may request to review this documentation. Acceptable documentation includes:

  • Official regulatory correspondence: A formal letter, email, or communication issued by the local competent regulatory authority confirming an exemption for your app. The letter should expressly state the allowed scope of cryptocurrency exchange and/or software wallet activities.
  • Independent legal assessment: A legal memorandum or opinion from qualified counsel in the relevant country/region confirming your eligibility for an exemption.

My regulatory exemption is based on the passive availability of my app. Are there any additional steps I should take?

If your exemption relies on the passive availability of your app in a specific jurisdiction, you are responsible for substantiating your eligibility. You should ensure you have made any necessary adjustments to your app and maintain evidence of adjustments in your supporting documentation. For example, depending on local legal standards, you may need to refrain from offering localized in-app experiences, and/or you may choose to restrict the creation of new accounts for users located in that jurisdiction, allowing only existing users to sign in and access their accounts.
Note that not all countries/regions recognize claims of exemptions based on passive availability. You may choose to deselect specific countries/regions for distribution in Play Console. Learn more about distributing to specific countries.

I'm distributing my app in a country or region not listed above, what do I need to do?

If your distribution country/region is not on the list, you may continue to make your apps available there. However, developers are expected to maintain any required license or registration per local laws. Google Play may also request you to provide further information regarding your compliance in jurisdictions not listed above.
