Update to use artifact 2.3.2 package & prepare for new upload-artifact release

This pull request includes updates to the version of the @actions/artifact dependency in both the .licenses/npm/@actions/artifact.dep.yml and package.json files.

Dependency updates:

• .licenses/npm/@actions/artifact.dep.yml: Updated the version of @actions/artifact from 2.2.2 to 2.3.2.
• package.json: Updated the version of @actions/artifact from 2.2.2 to 2.3.2.
