LIBER (Ligue des Bibliothèques Européennes de Recherche – Association of European Research Libraries) is the main network for research libraries in Europe. Founded in 1971, the association (a Foundation or Stichting under Dutch law from 2009) has grown steadily to include ±400 research libraries in 40 countries. Together we work to represent the interests of European research libraries, their universities and their researchers in several key areas. We lobby policymakers on issues such as Copyright and Open Access. We collaborate with our member libraries on European-funded projects and through events such as our Annual Conference we create opportunities for library professionals to meet and learn from each other. As an association, we stand for: 1. High-quality services for all users of library and information services. 2. Intellectual freedom and access to scholarship. 3. Collaboration with campus, local, national, European and global partners. 4. Stewardship of collections and institutional resources, in the most appropriate format. 5. Leadership, innovation and a willingness to embrace opportunities for change. 6. Inclusivity, equality of opportunity and fulfilment of potential.

The Digital Omnibus aims to streamline the #EU’s digital landscape by simplifying existing laws and regulations. With this, we support European Alliance for Research Excellence (EARE)’s recent Position Paper, to which #LIBER contributed during its development, responding to the Simplification Omnibus package. 🔹 Instead of facing the barriers to research, harmonised and simplified digital and data regulations support research libraries in advancing research activities and knowledge exchange. 📢 As negotiations on the EU’s Digital Simplification Omnibus package continue, EARE reiterates the importance of ensuring that simplification efforts genuinely strengthen Europe’s research and innovation ecosystem. EU policymakers must support efforts to promote open access and re‑use of data for research and innovation, reduce administrative burdens, and increase legal clarity for researchers, innovators, and start‑ups. 🔍 Key priorities that EU policymakers must consider include: ✅ Preserving the role of text and data mining (TDM) exceptions as a core enabler of AI training, scientific discovery, and Europe’s digital competitiveness. ✅ Clarifying research exceptions under the AI Act so that they cover the full research and development lifecycle, as well as modern public-private research collaboration. ✅ Ensuring that simplification of the EU data framework enhances, rather than restricts, access to research data and its re‑use. ✅ Aligning the definition of scientific research across EU legislation with today’s research realities, including public‑private collaboration. ✅ Safeguarding non‑discriminatory conditions for data re‑use and avoiding licensing practices that fragment the open data landscape.
