Fast charging uses the same protocol as slow charging. That is, 1+ is compatible with this protocol, since it charges, but slowly. It is compatible with the voltage, it is compatible with the USB format, it is compatible with everything about third-party chargers.

Maybe the light sensor was a bit off and they didn't bother fixing it during testing (if tested at all) since it wasn't a big deal for their target market. Nothing in this world is black & white.

For example, the company I work for imports electronics from China. It happened that they mistakenly sent me a product without a CE certificate for a test and the same product with this certificate. There was definitely a difference in quality, durability and reliability between the two identical products.
Here is a comparison with what you say about your 1+, which is not present in my phone. Also 1 more example from the past with 1+ and Samsung - complaints about display with green lines for both brands years ago were mostly from India according to my observations
