Open Run and type: regedit
Navigate to: Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ThemeManager
Replace DLLName with %SystemRoot%\resources\themes\Aero\Aero.msstyles
Or, navigate to Computer\HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar and change the value of Locked to 1. Please note that editing the registry can have serious effects on your system if not done correctly, so proceed with caution and consider backing up your registry first.
Theme Settings: Another solution is to switch from Dark mode to Light mode and then back to Dark mode in the Personalization settings.
