Digital Lending Platforms (DLPs) are the next leap for Grameena Banks, State/District Cooperative Banks (StCBs/DCCBs), and PACS under NABARD to make credit faster, transparent, and compliant with RBI’s digital lending guidelines. Two adoption models define their journey: CAPEX on-premises and OPEX cloud-based SaaS.
1️⃣ CAPEX / On-prem Model:
Suitable for large StCBs or RRBs with their own data centers and IT teams. It gives total control, data sovereignty, and offline reliability. However, it demands high upfront costs, slower rollouts, and recurring AMC. Upgrades for regulatory changes—like new RBI DL norms or Account Aggregator (AA) integration—take longer. Typical rollout: 9–15 months.
2️⃣ Cloud OPEX / SaaS Model
(Preferred):
For most RRBs, DCCBs, and PACS, a pay-per-loan-file SaaS model delivers faster deployment (8–12 weeks), lower entry barriers, and built-in security. Platforms host data in India (MeitY-empanelled DCs) and stay current with RBI and NABARD rules. Pricing: ₹150–₹500 per loan file (Agri/KCC, MSME, Consumer), with volume slabs and optional bundles (e-KYC, AA pulls, eSign, bureau). No CAPEX, only operating expense.

✔ Elastic scaling for seasonal agri-lending.
✔ Automatic compliance updates (DLG, co-lending).
✔ API-ready connectors—AA, DigiLocker, ULI, FRUITS, GSTN.
✔ Real-time dashboards for NABARD and RBI reporting.
✔ Lower TCO and faster time-to-credit (<24 h for KCC renewals).
4️⃣ DLP Stack Elements:
• Assisted/self-serve loan origination (branch, BC, CSC, WhatsApp).
• eKYC (Aadhaar, CKYC, DigiLocker), eSign/eStamp.
• AA & ULI data fetch for cash-flow and land records.

5️⃣ Cloud CBS Progress (2024-25):
GoI and NABARD’s ₹2,516 Cr PACS computerisation targets ~67,000 PACS on common ERP/CBS linked to DCCBs. RRBs are now fully CBS-enabled, many live on UPI, BBPS, and Account Aggregator frameworks. State initiatives (e.g., UP, Karnataka) are upgrading cooperative networks to cloud CBS with cybersecurity and DR readiness.
Priority Sector Lending Use Cases:
✅ KCC renewal via AA + ULI land data.
✅ Dairy/FPO working capital using IoT or ledger data.
✅ MSME GST-linked cash-flow loans.
✅ SHG/JLG eKYC + eSign micro-credit.
Impact:
Cloud DLPs convert borrowing from paperwork to tap-based access. Farmers, SHGs, and MSMEs get faster, cheaper credit; banks reduce service cost and delinquency. With NABARD support, cloud-based DLPs can become the “UPI of Lending” for India’s cooperative ecosystem—scalable, compliant, and inclusive.
