Mastercard's new SMMP program goes live July 24, 2026. It's designed to catch merchants running scam operations, but the triggers can fire on legitimate businesses too if they're not watching. SMMP joins two existing Mastercard programs: ECP, which tracks chargeback ratios, and EFM, which tracks fraud ratios. SMMP adds a third layer focused on scam signals, and all three run at the same time. What to keep an eye on: ▪️ Combined refunds + chargebacks above 5% over a rolling 30-day period, with a minimum of 500 transactions. (Most merchants track refunds and chargebacks separately. Under SMMP, only the combined number counts.) ▪️ Authorization approval rate drops 50 percentage points within 72 hours, or falls below 30% overall. ��️ Multi-issuer fraud reports under Reason Code 56. ▪️ New CNP merchants (under 6 months on Mastercard) get extra scrutiny. The right move is visibility. Most merchants don't have a single view of their ratios across SMMP, ECP and EFM, or their auth rate trend by issuer. Setting that up before July is the easiest proactive step. For merchants close to any of the Mastercard thresholds, the suite of Verifi and Ethoca solutions can help protect ratios across all three programs.
