Question about monthly user-level budgets and "promotional included usage" for "Copilot Business" users

I'm looking at the the admin UI for an Enterprise with 100+ "Copilot Business" seats.

Our plan (for the next few days) is to restrict individual usage per user to the number of AI credits that come with one seat. Since we are an existing Enterprise customer: for the period of June, July, and August, that would be 3000 AI credits (for which we pay 19 US$ per seat).

The UI to set such a limit looks like this:

Since the "Budget amount" is measured in US$, my intuition is to set it to the US$ amount that we are charged per user, but then the text below shows "1900 AI credits".

Hence, I am wondering: if I want to limit the monthly usage to the number of monthly AI credits for a 19$ Business seat, should I set the budget to 30$ (in June, July and August)?

(I'm mainly looking for an official confirmation from GitHub, not so much for guesses 😉 .)
