Summary

Previously, geoplugin.net was used as a backup geolocation provider. However, it no longer offers a free tier. This change removes geoplugin.net from the list of IP geolocation options.

Fixes #13177.

Testing plan

  1. Start the desktop app.
  2. Create a new note.
  3. Verify that a location has been assigned to the note (check "note properties").
