Conditional Rendering for App View Extensions

This change allows Application View UI Extensions to be conditionally rendered based on a function passed to the core ui. This is a feature that already exists for Top Bar Menu Extensions, so I am adding an identical implementation here for the Application View extensions.

I have also updated the docs to reflect this.
