Use Go modules (#15)

- Init Go modules
- Update GitHub Actions build workflow
- Remove `dep`'s `Gopkg.*` files

Projects that are still using `dep` can pin the specific revision 48da771af5f6e091f85b4c52f1b46766a2e6710c.
