  1. mayhem: add fuzzing layer (five harnesses, oracle, commit image) 

    Adds libFuzzer targets for the safetensors sentence model, the MSJPDT1
Japanese model, the kenlm binary LM, the Rime::Grammar darts DB and the
public Session state machine, plus a golden-output oracle, a POSIX
Windows.h shim for the Linux build, and the mayhem/sync workflows.
