  • As we push public sector innovation, new ideas, services, and ways of working, how we communicate is often the make-or-break factor for adoption. This new report highlights: ➡️ The shift from one-way messaging to genuine dialogue with citizens ➡️ The need for clearer narratives around complex reforms and digital projects ➡️ Practical ways to build trust, transparency and inclusion into every communication touchpoint 🔁 Re-sharing here for anyone working in policy labs, digital teams, or public sector innovation teams and labs, since this is essential reading. Our innovations are only as strong as our ability to explain, listen and adapt.

📢 The OECD Public Communication Scan of France is out! Over the past year, we partnered with the Service d’Information du Gouvernement of France to tackle a shared challenge: how to make public communication a true lever for measurable policy impact. Across #OECD countries, expectations are rising for #communication to inform, engage, and build #trust in a rapidly changing ecosystem. Yet these goals often go unmeasured. Without evidence of impact, communication risks being undervalued by decision-makers—leading to under-investment and budget cuts. France now has a unique opportunity to build on its strengths. Recent initiatives and newly announced reforms create momentum for communicators to show not just what communication does, but what it changes. France’s experience offers lessons for all governments navigating similar pressures. 🔍 Key takeaways from the report: 📌 Move beyond visibility metrics—measure effects on audiences and impact against policy goals. 📌 Shared frameworks and indicators across government are essential for systematic, rigorous evaluation. (The report annex includes a practical template based on leading frameworks✅) 📌 Impactful communication starts with strategic, SMART objectives—policy-relevant and defined together with policy-makers. 🙌 Big thanks to ★ Michaël NATHAN ★ julie Chiret Cannesan Axelle de Fontgalland, Baptiste Goursaud and the entire SIG team for their support; to Nancy Fowler, Jessica Jones and Neil Wholey for their expert counsel; and to Chloé Arsenne for her tireless work. 👉 Read the full report here: https://lnkd.in/edqF5EYC #PublicCommunication #GovComms #Evaluation #Policy

  • 🚀 New: OECD Public Service Innovation Booster is live! How do we move from high-level commitments on human-centred public services to real changes in how frontline officials design and deliver them? Today, the OECD Observatory of Public Sector Innovation (OPSI) is launching the Public Service Innovation Booster – a hands-on, do-it-yourself toolkit that helps public servants turn real service challenges into better outcomes for people. Co-created with a task force of 10 countries led by #Brazil, the Booster: 🔹 Guides teams through a 7-step journey, from defining a challenge to testing and communicating solutions 🔹 Offers ready-to-use tools, canvases and templates in plain language, with step-by-step recipes and facilitation tips 🔹 Provides a collaborative digital platform where users can share examples, feedback and adaptations – keeping the toolkit alive and evolving over time. 🔗 Explore the Booster 👉 https://lnkd.in/eXs9FzP8 Countries have already helped shape the Booster in very concrete ways: 🌍 #Brazil – used it with frontline staff working on social protection for riverside communities in the Amazon 🌍 #Greece – ran multi-level workshops across ministries, regions and municipalities 🌍 #Indonesia – adapted the language with simple guiding questions that fit its administrative culture 🌍 #Luxembourg – translated and integrated it into its national service design framework 🌍 #Australia – provided a detailed, independent review to sharpen clarity and usability Their experiences show that the Booster can: ✅ Build capability for human-centred public service design ✅ Create a common language for innovation across public institutions ✅ Support more citizen-focused services in very different contexts If your organisation is interested in adapting the Booster into your language and context, we would be delighted to collaborate! Massive thanks to the task force members from #Australia #Austria #Belgium #Brazil #Greece #Indonesia #Japan #Luxembourg #Romania and #Spain for contributing to co-creating this toolkit. • ❓ Why is it crucial to take into consideration human behaviour when governments deploy and govern with AI? Artificial intelligence is reshaping how governments design policies, make decisions, and deliver public services. But success in governing with AI depends as much on understanding people’s behaviour, choices, trust, agency, as on the technology itself. As governments innovate, it’s not enough to adopt new digital tools — they must also rethink how these technologies shape the way they work. A starting point is how people behave when interacting with AI ?   ➡️ Join us for the upcoming BRAIN webinar “Understanding human behaviour to better govern with AI”, where policymakers, behavioural scientists, and AI practitioners will explore how behavioural insights can help to understand: 🔵 How do people’s perceptions, habits, and decision-making processes shape the adoption, trust, and impact of AI in the public sector? 🔵 How can governments identify and mitigate behavioural risks such as automation bias, decision fatigue, or loss of agency? 🔵 How can governments design and implement AI that reflects human needs and wellbeing? 📅 Monday 24 November 2025 14:00–15:30 CET Online (Zoom) Register here 👉 http://bit.ly/4r939P1 ➡️ Speakers will include: Ricardo Zapata on “Governing with Artificial Intelligence” OECD report Followed by a panel discussion with: Gilles Babinet | Multi-entrepreneur, president of the French Café IA mission, former co-chair of the National Digital Council  Murielle Popa-Fabre | Senior Tech & Policy Advisor, Council of Europe & AI & Society Institute, ENS Holly Marquez | Senior Behavioural Scientist, Behavioural Science Team, UK Cabinet Office Moderated by Marianna Karttunen | OECD #AI #BehaviouralScience #PublicPolicy #DigitalGovernment #OECD

🥏 The evidence is in: Innovation climate is the most influential driver of organisational performance—and yet, it remains the least commonly perceived aspect of public sector work. This gap highlights just how much work we still need to do to advance public sector innovation and to create the enabling conditions for it to thrive. Today, my colleagues in the OECD Public Governance published a new report drawing on responses from 60,000 public servants. The findings shed light on the drivers of engagement and wellbeing, as well as team and organisational performance. For the OECD Observatory of Public Sector Innovation followers and those interested in the future of public sector innovation, I especially recommend Chapter 5, which explores the innovation climate in government. 📖 https://lnkd.in/ev3bM92J #PublicSectorInnovation #Innovation #PublicService #Leadership #FutureOfGovernment #WorkplaceCulture Congrats to Ayeesha Abbasi Nina Handlos Thomassen Daniel Gerson Natalia Nolan Flecha and bravo to European Commission for supporting this work!
