Send a message to them. Call them. Email them. Presumably you know the person to whom you sent the cash. It sounds like that is not the case. If you sent cash using Apple Cash, it's just like giving someone money.

If you sent cash to an unknown person, which you shouldn't do, you'll need to ask the other party to return the funds.
