Xcode update offered, but my Mac does not have Xcode installed. Apple Support was no help whatsoever. I had installed Xcode some time ago (possibly macOS 24), but deleted it and used all the wipe tools and info given, including boot-level instructions, to no avail as this pops up today :(

There are some third-party apps that install the command line tools for their own use, usually for only a single utility. I couldn’t tell you which ones do that, though.
Search the Internet for how to remove the command line tools. I think it’s just removing a folder named “developer tools“ but I am uncertain.

I found the same info some months ago, I removed the "developer tools" folder but that didn't work unfortunately
