How do I expedite an Apple Developer submission and reach support when encountering a generic 'ERROR'?

Is there an issue with Apple Developer expediting a submission, also I am unable to reach out to support without an error. The error is just a generic "ERROR"

This is the consumer to consumer support Community. The developer program has its own community and set of documentation. You would be better off using the developer support resources to get your answer.
