Apple support community used to ask for Apple ID and password in the past. Now I've noticed it asks you to sign into your browser or through your browser, with your computers password. Is this always the case? Is this new.

Apple Support Communities, along with other Apple services, is asking for your computer (local admin) password to securely unlock your iCloud Keychain or system security keychain, rather than just verifying your Apple ID. Your computer password is never needed to sign in to a website. Keep that password private.
When I sign in to this site, I get asked for my Apple Account credentials (formerly known as Apple ID), as shown below:

It's been doing this for quite a while, but you don't have to login that way.
You can skip entering your admin password to login and get to the typical User ID and Password login.
Personally, I always use my admin password.
After I do the two-factor authentication, I get a "Trust this ...?" option. Answer yes.
For me it usually happened when I switched browsers, or signed in from a different network locations while traveling.
My new Macbook Pro has TouchID, which has eliminated what you describe.
