Am Jacques Delors Centre geht wissenschaftliche Europaforschung Hand in Hand mit der Entwicklung von konkreten Ideen für eine zukunftsorientierte Europapolitik. In unserer Think-Tank-Arbeit eröffnen wir mit unseren Analysen einen unabhängigen, überparteilichen Blick auf europapolitische Vorgänge und Entscheidungen. Wir entwickeln konkrete Vorschläge für ein besseres und zukunftsfähiges Europa. Durch vielfältige Formate und Kanäle teilen wir unsere Erkenntnisse und Ideen mit Entscheidungsträger:innen sowie der interessierten Öffentlichkeit und ordnen das europapolitische Geschehen tagesaktuell ein. In unserer Forschungsarbeit arbeiten wir unabhängig vom Tagesgeschäft daran, systematisch Wissenslücken zur europäischen Integration zu schließen. Im engen Austausch mit Wissenschaftler:innen aus der ganzen Welt betreiben wir theoretisch reflektierte empirische EU-Forschung aus rechts-, politik- und wirtschaftswissenschaftlicher Perspektive. Die Synergien aus Wissenschaft und Policy-Analyse machen das Jacques Delors Centre zu einem einzigartigen Ort für Europa-Forschung, Debatten und Visionen. Einerseits stellen am Jacques Delors Centre Forschungserkenntnisse einen zentralen Baustein unserer Politikempfehlungen dar. Andererseits setzt die Think-Tank-Arbeit Impulse für die Forschung. Auf diese Weise versachlichen wir europapolitische Diskussionen und treiben sie an. Damit setzen wir uns für ein starkes Europa im Sinne unseres Namensgebers Jacques Delors ein.

Some good industrial policy news from Berlin. The German coalition has agreed to link upcoming car purchase incentives to European preference rules — ensuring subsidies go only to cars produced in Europe. Even better, they signal a clear willingness to coordinate these rules across the EU. There are still plenty of details to work out, but this comes very close to what Lucas Guttenberg, Sander Tordoir and I proposed a few weeks ago. And it could well be the starting point of a real EU strategy for the sector. 👇 Link to our paper in the first comment.

I often say that NextGenerationEU and the RRF shaped my think tank career. Not only did I join the Jacques Delors Centre shortly before the idea for a pandemic recovery fund was presented, it also became the first major topic I worked on. Even my work on the rule of law was, in one way or another, connected to NGEU - either through the negotiations, into which the negotiations on the rule of law conditionality mechanism was tied, or because the RRF unexpectedly became the Commission’s most powerful lever on rule of law compliance for a period of time. All the more wonderful to return to the topic earlier this week and to moderate a panel on the effects of the RRF on Germany at the Europäische Kommission – Vertretung in Deutschland. With a stellar panel Luc Tholoniat, Johannes Luebking, Armin Steinbach, Georg Zachmann and Jana Kremer, we discussed the economic impact of the German NRRP, the RRF’s role in the EU’s green transition and energy market, and the extent to which its long-term goals align with the current German government’s investment priorities. Good to see the European Parliament referring to the principle of solidarity in its resolution on the existence of a clear risk of a serious breach by Hungary of EU values, adopted yesterday. The resolution calls for the initiation of Article 7(2) TEU against Hungary and notes, in particular, that Hungary’s repeated vetoes of strategically important and sensitive security-related decision - such as aid to Ukraine or sanctions against Russia - in order to extract concessions on rule of law conditionality run counter to the principle of solidarity and weaken the Union’s standing as a global actor. Earlier this year, together with Dr. Luke Dimitrios Spieker und Ulrich Karpenstein, we made similar arguments in a joint policy brief by Jacques Delors Centre, Max Planck Institute for Comparative Public Law and International Law and Deutscher Anwaltverein (DAV). We argued that a new Article 7 TEU procedure should be initiated against Hungary based on a breach of solidarity in the CFSP and drafted a proposal to this effect. Europe’s defense ambitions must go hand in hand with strengthening social cohesion and democratic resilience. That was one of the central takeaways from our recent Jacques Delors Centre Spotlight event in Paris, where Tobias Cremer offered a clear and timely analysis of the major challenges facing Europe today. The conversation connected well to our previous Spotlight event in Berlin, where Christine Lagarde spoke about how to strengthen the euro as a reserve currency. One of point she and Tobias both made was the importance of a credible defense capability that can deter anyone seeking to threaten European societies and economies. It was wonderful to be back in Paris for this discussion. Not only is the city so beautiful (sorry, Berlin!), but it was also an excellent opportunity to reconnect with many of our friends and partners in Paris and to discuss Franco-German relations in these turbulent times. Many thanks to the Auswärtiges Amt (Federal Foreign Office) Germany for making the event possible as part of our Pariser Platz Dialogue series, and to our partners PSIA - Paris School of International Affairs, Sciences Po and the School of Public Affairs, Sciences Po, along with their teams. From spending and procurement to industrial policy - how do EU capacities evolve across policy areas? Last week, our Reconfiguring Europe team got together at our Alexanderplatz offices for their second plenary workshop. On day one, the team delved into how the EU develops and deploys its capacities across various policy areas - from spending governance, joint procurement to the balance between competence and control in the Single Market. The second day shifted toward clarifying the project’s core concepts and exploring concrete examples that bring them to life. The workshop strengthened the project’s analytical foundations and advanced its mission to understand how Europe’s governance system is being reconfigured.
