Delete chrome_modern_public_bundle target Now that Marshmallow has been deprecated, there is no need to maintain this target. Local dev should use chrome_public_apk, and if bundles are needed, then monochrome_public_bundle should be used. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
