Water cooperation is essential for peace, human rights and sustainable development. When States cooperate, shared waters become sources of prosperity. When they do not, inequality, tension and insecurity grow, said Komlan Sangbana, Ph.D Sangbana, Legal Officer at the Water Convention/Protocol on Water & Health, during a discussion on the right to development and the duty to cooperate. Hosted and serviced by the UNECE - United Nations Economic Commission for Europe, the Water Convention is a unique international legal instrument and intergovernmental platform that aims to ensure the sustainable use of transboundary water resources by facilitating cooperation. Initially negotiated as a regional instrument, it was opened for accession by all United Nations Member States in 2016. The discussion on the right to development and the duty to cooperate formed part of the 27th session of the United Nations Intergovernmental Working Group on the Right to Development which took place at the United Nations Office at Geneva from 18 to 21 May 2026.
