Reg. 406/19, unless specific beneficial-use or safety exemptions apply. MECP Excess Soil Webinar Announcement: While the Excess Soil Regulation is largely in effect, a final and key element of the regulation comes into effect on January 1, 2027, to restrict the landfilling of cleaner quality excess soil that is suitable for reuse at a sensitive site (for example, schools, residential areas, and parks). Some exemptions from the restriction can apply. In order to help the operators of landfills and dumps, municipalities, and qualified persons understand how to interpret and apply this restriction and the exemptions, the Ministry of the Environment, Conservation and Parks (MECP) is planning an educational webinar on the upcoming provision.
