A former Victorian Building Authority (VBA) employee has become the 14th person convicted as part of IBAC’s Operation Perseus, after he was sentenced to 36-months imprisonment in the County Court today. Operation Perseus is an investigation into allegations of corrupt conduct involving the VBA and the alleged assessment of builder registrations in exchange for financial benefit, resulting in IBAC charging 38 people between August 2024 and May 2025 with a total of 369 offences. The #GenderEquality Act 2020 in Victoria was born out of the 2016 #RoyalCommission into #FamilyViolence, which showed that Victoria needed to address #genderinequality to reduce #familyviolence and all forms of #violenceagainstwomen. In response, Victoria’s first #genderequality strategy, Safe and Strong, was released in December 2016. As part of Safe and Strong, the government committed to legislation to promote #genderequality. Victoria’s three core #integrity agencies – #IndependentBroadbasedAnticorruptionCommission, the #VictorianOmbudsman and Victorian Auditor-General’s Office – have released a new joint paper recommending practical reforms to strengthen #transparency in #budgetprocesses for Victoria’s #integrity system. The paper outlines 12 practical reforms across three key areas: ▪︎Improving information access by providing written explanations of funding outcomes, improving visibility of the advice that informs decisions, and conducting post budget briefings to explain outcomes. ▪︎Strengthening #parliamentaryoversight by allowing integrity agencies to brief oversight committees on their budget needs before decisions are made, giving committees access to the rationale behind decisions, and ensuring the process is subject to proper scrutiny. ▪︎Introducing clear administrative safeguards including exempting core integrity agencies from efficiency dividends, providing more flexibility in how unspent funds are used, and establishing a dedicated contingency reserve, a #publicprotocol setting out funding principles and timelines, and specialised liaison support within #Treasury. This paper builds on the 2022 joint publication Budget independence for Victoria’s Independent Officers of #Parliament.
