EU AI Act Article 14. Human Oversight. What it actually requires. Article 14 doesn't just say "have a human review AI decisions." It requires that high-risk AI systems be designed so that humans can effectively oversee them; including the ability to intervene, override, or halt outputs in real time. The distinction matters. A policy that says "human review is available" does not satisfy Article 14.
