Too many cycles?

Using 8.02 under NT 4 SP6a with 640/256 DSL.
Everything on my desktop slows - for example, keystrokes entering email. If I turn upstreaming off and work locally, I am disconnected from the browser. So, the Catch-22 seems to be work locally without Internet access or upstream and work at a snail's pace on my PC.
This has been a problem since 8.0 for me.
I seem to recall something on the DG but can't find it. Ideas? Tips? Something I can change in prefs?
