Hello, My little brother was recently given an Alcatel OT-305. Unfortunately, when anyone attempts to call his number, their call never reaches him. Has anyone on this blog encountered a similar issue with their model?

My Alcatel OT-305 gives a funny message whenever i switch it on. It says, "Quota usage warning!" then starts some countdown. When the countdown reaches "0" it just works well. What exactly is it warning me about. Help please!
